Job description

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. The organisation’s business area - GIZ International Services - is the vehicle for offering GIZ’s services to international clients.

GIZ International Services is currently preparing to bid on the EU funded tender: Water Wise Communities in Papua New Guinea. The official Terms of Rreference with its requirements have not been published yet.

The project’s objective is to contribute to improving health and livelihoods for people through improved access to water supply services in selected district towns in Papua New Guinea, including contributing to Non-Revenue Water (NRW) reduction in the capital city, Port Moresby. This technical assistance is envisioned to support the capacity building of the beneficiary agency, Water PNG (WPNG) to effectively implement and monitor the infrastructure component.

Your tasks

The expert will support the financial and contract management of infrastructure activities aimed at improving access to safe water and reducing Non-Revenue Water (NRW), with a focus on strengthening Water PNG’s financial systems, cost control, and procurement processes. Tasks will be carried out under the supervision of, and in close coordination with, the Team Leader to ensure effective implementation and monitoring of the infrastructure component.

Your profile

Qualifications and skills:

  • Master’s degree or equivalent professional qualification in business administration, economics, finance, civil engineering, quantity surveying or a related field.
  • Additional certifications in financial management are advantageous.
  • Excellent computer literacy, particularly MS Excel
  • Excellent English expression both orally and in writing.

General Professional experience:

  • A minimum of 12 years of relevant international experience in the WASH sector, including strengthening of water and wastewater utilities, with at least 7 years in at least 3 developing countries, preferably in Southeast Asia and the Pacific.

Specific professional experience:

  • At least 10 years of professional experience in procurement, administration and (financial) management of the implementation of infrastructure construction projects, including cost/ quality control, and environmental and social safeguards.
  • At least 8 years of professional experience in strengthening the financial management of water and wastewater utilities for long-term financial sustainability.
  • Proven experience in providing consulting services to water and wastewater utilities in terms of tariff setting and public awareness campaigns.
  • At least 5 years of proven experience in providing hands-on training, technical assistance and capacity development to project management units in terms of the implementation of infrastructure components.
