THIS IS AN EXTERNAL CONTRACT POSITION - expected to last 6 months with an opportunity to extend.

Position Overview

The Trade & Tariff Compliance Specialist is responsible for managing the Voith import and export compliance programs, with a focus on tariff management, reconciliation of duty payments, and customer charge-back processes. This role ensures adherence to U.S. and international customs regulations, supports accurate tariff cost recovery, and maintains robust compliance with export/import control laws. The position requires a blend of trade compliance expertise, financial reconciliation skills, and the ability to collaborate across Supply Chain, Finance, Sales, and Legal functions.

Key Responsibilities

Responsibilities for this position include, but are not limited to, the following.

  1. Tariff & Customs Management

  • Maintain accurate Harmonized Tariff Schedule (HTS) classification of all imported/exported products.
  • Monitor and apply applicable tariffs, duties, and special programs (e.g., Section 232, Section 301, antidumping, countervailing duties).
  • Ensure customs entry data accuracy with brokers and internal ERP systems.
  • Analyze tariff implications on sourcing, pricing, and customer sales contracts.
  • Identify opportunities for tariff engineering, savings, or duty drawback programs.

  1. Tariff Reconciliation & Customer Chargebacks

  • Reconcile duties and tariff costs against customs entry summaries and brokerage invoices.
  • Develop standardized processes for allocating and charging tariff costs to customers.
  • Issue customer charge-backs with complete backup documentation (broker invoices, entry summaries, government duty statements).
  • Partner with Finance to ensure accurate cost recovery and financial reporting.
  • Investigate discrepancies, resolve disputes, and maintain transparent customer communication.

  1. Export & Import Compliance

  • Manage daily export/import control activities, ensuring compliance with U.S. Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Office of Foreign Assets Control (OFAC).
  • Screen transactions against restricted parties, embargoed destinations, and licensing requirements.
  • Prepare and maintain export/import documentation including AES filings, license applications, and end-use certificates.
  • Conduct regular audits of import/export transactions to ensure accuracy and compliance.
  • Train internal teams on trade compliance policies and regulatory updates.

Cross-Functional Collaboration

  • Partner with Procurement and Supply Chain to align sourcing strategies with tariff and compliance requirements.
  • Work with Finance to streamline reconciliation and charge-back processes.
  • Support Sales and Commercial teams during customer negotiations related to tariff pass-throughs.
  • Serve as the subject matter expert (SME) during internal/external audits and government inquiries.
  • Contribute to continuous improvement initiatives for trade compliance and cost control.

Qualifications

  • Bachelor’s degree in supply chain, International Trade, Finance, Business, or related field.
  • 5+ years of experience in global trade compliance, customs, or tariff management.
  • Proven expertise in U.S. import/export regulations and HTS classification.
  • Experience with Section 232/301 tariffs and tariff reconciliation processes.
  • Strong financial skills to manage cost allocation, charge-backs, and duty recovery.
  • Proficiency with ERP systems (SAP, Oracle, Navision, or equivalent) and customs broker portals.
  • Excellent analytical, organizational, and documentation skills.
  • Strong written and verbal communication abilities across all levels of the organization.

Preferred Certifications

  • Licensed U.S. Customs Broker (LCB).
  • Certified Customs Specialist (CCS).
  • Certified Export Specialist (CES).
  • APICS CSCP/CPIM or similar supply chain certification (a plus).
