The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in international cooperation for sustainable development. In February 2024, GIZ was selected as Grant Agent for the Global Partnership for Education (GPE) in Mozambique. GPE is a major multilateral fund supporting education systems in developing countries by mobilizing donor resources to improve access, quality, and equity in education.
As Grant Agent, GIZ will assist Mozambique’s Ministry of Education and Culture (MEC) in implementing the GPE System Capacity Grant (SCG) (USD 3.3M), the System Transformation Grant (STG) (USD 107M), and the Girls’ Education Accelerator (GEA) (USD 10M). GIZ will directly implement the SCG and parts of the STG/GEA (around USD 9.6M) to strengthen capacities across the education sector, aligned with the Education Sector Plan (PEE 2021–2029) and the GPE Partnership Compact.
Description of tasks:
To support the effective implementation of the GPE grants, GIZ is seeking a Senior Institutional and Capacity Development Specialist. The Senior Specialist will lead and advise on the Capacity Development component, ensuring evidence-based, integrated, and timely implementation across key areas: POEMA (planning, monitoring, public financial management), teacher training, education management, gender equity, and school environment.
He/she will oversee the design and delivery of capacity development initiatives at central, provincial, and district levels, using consultancies, technical assistance, coaching, targeted training, advisory services, and procurement. The role requires close coordination with the team leader, sub-teams (grant supervision, finance/administration), institutional counterparts, and broader education sector stakeholders. The role also entails overseeing and leading a sub-team of thematic and capacity development experts supporting the Ministry in a variety of fields.
Key tasks include:
- Develop and implement a comprehensive capacity development approach for the education sector at central and decentralized levels aligned with the SCG, STG, and GEA programme documents
- Leading a sub-team of thematic and capacity development experts and their respective capacities; including overseeing tender and recruitment processes and work results
- Coordinate closely with government counterparts (MEC, Provincial Directorates, District Services) and the education sector coordination structures
- Ensure regular coordination with the Project Lead and sub-teams (Grant Supervision, Finance & Administration) to monitor implementation and integrate lessons learned
- Support project monitoring and reporting towards GPE, the Local Education Group (LEG), education sector platforms, the German Ministry for Economic Cooperation and Development (BMZ), and GIZ internal stakeholders
Your Profile:
Required:
- Master’s degree (or equivalent) in Education Policy, Public Administration, Development Studies, Organizational Development, Organizational Psychology, or a related field
- Minimum 5 years of experience in institutional and capacity development, particularly in education sector programs within international development contexts
- Several years of experience in personnel management and leading diverse teams
- Proven expertise in designing and implementing institutional capacity building programs and managing complex development projects
- Extensive experience working with governmental institutions in the education sector, particularly in similar development settings
- Strong knowledge of project cycle management and delivery of capacity development components
- Familiarity with institutional capacity assessment and development methodologies tailored to local contexts
- Experience managing mixed technical assistance approaches (e.g., large consultancy contracts, long-term / embedded advisors, short-term experts)
- Strong problem-solving abilities, resilience, and flexibility in adapting to evolving project needs
- Excellent stakeholder engagement skills with government ministries, decentralized education authorities, donors, and international agencies
- Intercultural sensitivity and extensive social skills due to work experience in sensitive cultural environements
- Fluency in English and advanced Portuguese (spoken and written)
Desired:
- Additional certifications in institutional development, capacity building, or leadership training
- Knowledge of education systems and reforms in Sub-Saharan Africa, preferably Mozambique
- Familiarity with GIZ procurement and contracting procedures
- Previous experience with Mozambican government institutions or regional education agencies
- Proficiency in German
