Gesundheitsschutz und Sicherheit Rosslyn 06.03.2024 Specialist OHS: Plant Engineer Purpose of the Job The Plant Engineer is appointed as the GMR 2.1 which is a legal appointment BMW South Africa(Pty)Ltd. His/her responsibility is to effectively direct and control the engineering, safe use, and maintenance of machinery under the framework of the Occupational Health and Safety Act, 85 of 1993 with particular reference to the Machinery and Electrical Regulations.   Responsible for development, implementation and steering of local concepts, processes, systems and tools for machinery and electrical safety for all BMW entities in South Africa based on the requirements of the served entities, aligned with the BMW Group wide framework provided by the governance functions and compliant with all local legal regulations. Responsible for local implementation and steering of BMW Group wide policies, concepts, processes, systems and tools for machinery and electrical safety. Responsible for meeting all legal, compliance and regulatory requirements for machinery and electrical safety related topics incl. consultancy and enabling of the management about liabilities. of the company.   Responsible for advising and enabling of all disciplinary leaders of the served entities to fulfil employer ‘s obligations regarding machinery and electrical safety, compliant with all local legal regulations.   Key Responsibilities   Plan: Identify and ensure competent GMR 2.7 are appointed to assist you in the supervision of the machinery being used in BMW. Steering the GMR 2.7 appointees in fulfilling their responsibilities in the various technologies and departments. Accountable to define Processes, Standards, Procedures, and guidelines in accordance with General Machinery Regulations. Adapt all system related documentation, under your responsibility, according to legislative changes. Identify and secure agreements with approved inspection authorities to perform prescribed tests and inspections on machinery. Do: Accountable for Assessing the electrical and mechanical state of the plant and equipment. Responsible for ensuring machinery final overall performance reliability, and safety, through transparency created by the appointed GMR 2.7s. Support relevant business partners regarding legal duties and responsibilities with specific regard to the OHS Act and Regulations, as well as site specific standards and requirements, relating to Machinery. Validating the adherence to the maintenance strategy, as defined by the machine owner ensuring safety and reliability of electrical and mechanical machinery. Validating the completion of the prescribed tests and inspections, accept and analyse results and steer corrective measures to render machinery/installations safe. Validation statutory inspections/Inquiries on machinery installations are managed effectively. Developing, guiding and following-up the implementation of work safety procedures and practices within the plant as it pertains to the general maintenance of the plant and in accordance with Industry Standards. Designing and implementing digital systems for Machinery Statutory Inspections schedules and reports. Contributing to the implementation of the Contractor Management system and application. Interfacing and collaboration with Management, Project Leaders, JMS Specialists, and relevant business partners. Manage communication with authorities (D.oE.L, NPA, SAPS). Actively participate and provide input during machinery selection, purchasing, and design. Approve training requirements/criteria for machinery operators and supervisors of machinery.   Check: Ensure compliance to applicable Group VAs, OHSAct and General Machinery Regulations, through statutory related inspections and audits. Monitor Government Gazette publications to identify amendments of legislation and regulations and ensure that amendments to the OHS Act and Regulations are implemented and complied to with specific regard to Machinery installations. Identify possible legal non-compliances in area of responsibility and ensure that corrective action is taken timeously by parties responsible. Maintain audit and investigation ready status from relevant authorities e.g., Department of Employment and Labour (DOEL) audits/inspections/plant visits. Identify and involve subject matter experts in technical legal matters. Act: Engage with relevant OEMs, Group CoCs and suppliers to alter and modify designs to meet requirements and to eliminate malfunctions. Provide Engineering and Safety input pertaining to the Change Management process, for any machinery related procurement and changes implemented in BMW SA. Sign off Change Management Projects confirming change and machinery is safe for handover. Ensure disposal of machinery is managed in accordance with OHS Act 85 of 1993, Section 10(4). Prepare machinery safety reports and report status reports to senior management.   Qualifications, Knowledge and Skills Minimum B.Sc Eng/B.Eng in Mechanical or Electrical Engineering or NQF equivalent Government Certificated Engineer (GCC Factories) is mandatory. ECSA professional certificated engineer is preferred. Minimum of five years’ experience in vehicle manufacturing. Formal risk assessment training would be an advantage. Formal training in Project Management. Extensive knowledge of the Occupational Health and Safety Act, 85 of 1993 and Regulations. Hazard Identification Risk Assessment. Root Cause Analysis (RCAT). Problem Solving Techniques. Incident Investigation. OHS Systems auditor would be an advantage. MS Word, MS Excel skills; MS project (or similar) and MS PowerPoint. A valid light vehicle driver’s license is required.   Leadership and Work Experience At least 5 years practical experience as an appointed GMR 2(1) in a manufacturing environment after obtaining GCC. Occupational Health and Safety System Management experience. At least 5 years working experience in Project Management. At least 5 years working experience in Manufacturing Plant and Construction projects. Interpretation and application of OHS Statutes and protocols as applicable.
