GIZ International Services is shortlisted the EU-funded tender: „Technical Assistance to the EU for a Secure Ghana” Programme in Ghana.
The overall objective to which this action contributes is: security, conflict prevention, and the fight against violent extremism, terrorism, and transnational organised crime in Ghana.
The specific objectives of this contract are as follows:
- Specific Objective (Outcome) 1: Enhance Ghana’s integrated capacity to counter violent extremism and terrorism from a human rights perspective.
- Specific Objective (Outcome) 2: Strengthen Ghana’s capacity to counter transnational organised crime, including firearms trafficking, and enhance relevant peacebuilding and violence prevention mechanisms and structures across national and traditional authorities, civil society organizations (CSOs), including women’s organizations, forcibly displaced populations, and their host communities.
- Specific Objective (Outcome) 3: Ensure the efficient and effective coordination and implementation of the ‘EU for a Secure Ghana’ Programme.
S/he will implement all SOs of the contract, in coordination with KE2. S/he will assess the need for short-term experts and coordinate their work. S/he will be responsible for the overall design, implementation, and monitoring of the project, ensuring alignment with objectives, timelines, and quality standards. S/he will draft and transmit to the EUD a monthly report summarising the contract’s progress, problems encountered and planned work, for the following months. S/he will act as the primary liaison with the European Union Delegation (EUD), the Government of Ghana, the Programme and Project Steering Committees, and other stakeholders, maintaining continuous dialogue and ensuring effective communication. S/he will also ensure coordination and cooperation with any connected interventions. Her/his role includes managing inter-agency collaboration, and coordinating the work of non-key experts to deliver results across all components of the project. S/he will also draft, as required by the EUD, reports and analyses in the areas of work of ‘EU for a Secure Ghana’ and directly deliver training and/or strategic advice to beneficiaries, as needed.
Qualification and skills
- At least a Master’s Degree or equivalent academic qualification in fields relevant to this assignment, such as Political Science, International Relations, Peace & Security Studies, or Law. If the expert does not have a Master's Degree in a relevant field, she/he must have at least a Bachelor's degree in the above-mentioned fields combined with 2 years of relevant professional experience in addition to the professional experience required below;
- Proficiency in English (spoken and written) at C1 level under the Common European Framework of Reference for Languages (CERF).
General Professional experience
- A minimum of 10 years of experience supporting security agencies’ capacity to counter violent extremism and terrorism.
Specific professional experience
- Having completed at least one full-time continuous assignment of more than two years as overall project coordinator (Team leader or equivalent title) of an international development technical assistance project (service contract that includes the mobilisation and management of short-term experts) in a developing country, with a total budget of at least EUR 2 million;
- Proven experience in providing training and capacity building to counter violent extremism and terrorism;
- Experience in the implementation of EU-funded projects in the security sector;
- Professional experience related to transnational organised crime and small arms trafficking would be an asset;
- Professional experience in conflict prevention and mediation would be an asset.
The contract will be implemented:
On the place of performance with the following location: Accra (Ghana).
The following missions are foreseen: field missions to other locations in Ghana, with a particular focus on Ghana’s Northern Regions, to be agreed with the Contracting authority on the basis of the needs of the contract.
Start date & period of implementation
The intended start date is 1 February 2026 and the period of implementation of the contract will be 48 months from this date. (for a minimum of 880 days).
